Definition of Development
The drastic changes in the business environment has necessitated for effective and efficient workforce. Importantly, effective employees are more productive hence generating more profits to an organization. Employee development is paramount because it enhances their efficiency and effectiveness. In simple terms, development involves imparting particular skills, abilities and knowledge to employee(s). It is an attempt by the human resource department to improve current or future employees’ performance by improving their abilities to undertake their duties. This is often done by changing their attitudes and increasing their skills and knowledge. The formal definition of development is helping the workforce develop and acquire their personal and organizational skills, knowledge and abilities that would improve their performance both in the long run. The focus of development is on developing the most superior employees so that they can accomplish the organizational goals in effective manner (Marchington & Wilkinson, 2005).
Roles of Development Concept
Development of human resource has many roles to play especially in the current business environment. Development improves employees’ efficiency and effectiveness, and this cascade down to improved productivity. The better education, improved skills and provision of healthy working environment usually results in the most efficient workforce. This will lead to efficient use of resources thus increasing economic production. Development of human capital helps eradicate social and economic backwardness in an organization, the society and the national economy as a whole. The provision of education as part of development increases literacy thus resulting in skilled human capital. In most organization, provision of better health services through improved facilities has been considered to be part of development of workforce. Such provision will lead to healthy workforce which will contribute immensely to national economic development (Shan, 2007).
Applicability of Development Concept in HRM
Human Resource Management is a strategic approach aimed at acquiring, motivating, developing and managing human resources in an organization. In a broader perspective, HRM is a specialized field that tend to develop an appropriate organization’s culture, and to set up programmes which support core values for success. Development concept is a proactive measure for Human Resource Management in an organization. It is the role of HRM department to design development programs that would result in improved labor force. It is responsible for ascertaining needs to be done and then doing. These functions include employee training and development. HRM establishes the most effective development programs which are would give rise to improved workforce hence increasing the level of production. Development concept enhances efficiency of human resource capital. The concept plays an important role in promoting socio economic life of individuals in a country. It improves thinking abilities of individuals, enhances progressive thoughts thus contributing to social revolution in an organization and the society as a whole (Shan, 2007).
In its essence, development concept is applied by HRM department to improve human beings qualitatively. Employees are the most valuable assets of a business entity. Development concept is, no doubt, an outgrowth of HRM processes and approach which encompasses more than its parent disciplines of personnel management and behavioral science. Development concept is comprehensive and deep-rooted approach to human resource management in an organization. It is a multi-disciplinary approach that entails continuous process of enabling the workforce improves their competency and capability in order to achieve the ultimate goals and objectives of an organization. Therefore, the concept has been embraced by human resource management department as an important tool for sustainable development (Shan, 2007).
Like HRM, development concept is a production model used in personnel management. According to Marchington and Wilkinson (2005), development model is an employee-oriented which lays great emphasis on maximization of employee skills so as to produce high levels of commitment to organization strategic goals. It is a resource used by human resource managers to its fullest capacity as a strategy to attaining specified goals and objectives. Development concept forms an integral part of the structure of work in a firm in reference to all employment practices that are carried out by HRM department.
Development is about changing “people practices” and the management of knowledge and skills of people in the working environment. This concept boosts the human management activities. It has been embraced by human resource managers to manage people in the working environment both individual and collective dimensions. Development concept is major attention of personnel function through administration of necessary skills and knowledge as a function of HRM of developing people and their competencies. Arguably, development concept is curative and preventive measure to HRM issues. It is a strategic measure to ensuring success of human capital in an organization (Marchington & Wilkinson, 2005).
Development is a component of human resource management. Through it, HRM department imparts knowledge about business environment, effective management principles and practices, human relations and how to analysis industry for better business operations (Marchington & Wilkinson, 2005).
