According to McGonigle & Mastrian (2018), it is important to define the roles of federal, state, and local public health agencies when it comes to developing PHI and IT systems.

An example of the role of federal health agencies in the development of standards for informatics in healthcare would be the Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009 (HHS, 2013). The HITECH Act was authorized as part of the American Recovery and Reinvestment Act of 2009, in order to endorse the adoption and use of health information technology. One portion of the HITECH Act specifically discusses security and privacy concerns that could be associated with transmitting health information electronically, through provisions that bolster the civil and criminal enforcement of HIPAA rules.

PHI systems are a partnership between health professionals at the federal, state, and local public levels (McGonigle & Mastrian, 2018). Being able to continue to share information across these levels means each level needs to coordinate and create policies to keep security and privacy issues at bay so they can continue to disseminate information up and down the chain.
